Guidelines for the Inclusion of Additional Materials to be Imported



In the establishment of a Bonded Manufac turing Warehouse (BMW), Section II A2b stipulates, among others, the following:

"A list of raw materials being or intended to be imported shall also be filed with the Board for approval.  Provided that subject to Board ap proval, additional items may be further included in the list.  In no case shall the Board allow the importation of raw materials not specified in the list."

Pursuant to the instruction to transfer evaluation of requests for inclusion of additional materials to be imported from the BMW Division to the RMIRD, the Division shall adopt the following guidelines to implement the above-mentioned provisions:

1.      The product line for which the additional materials are intended shall be included in the firm's list of product lines submitted to the Performance Monitoring and Compliance Divi sion; or included in the list of product lines registered with BOI.

2.      Such requests shall be supported by a con firmed purchase order or export LC (even if firm imports under LSI).

3.       If the proposed importation is to be manufactured and exported to a quota country, the following shall be considered:

a.    background or track record of the firm in the category where the materials shall be used/ exported

b .    sufficiency of allocation if exportation is to be made on a critical or semi-critical category

c .     the proposed importation may be allowed if the exportation is on a non-critical, Trigger level, consultation category, or to a non- quota country.

4.      The firm shall likewise indicate the consignor(s)/supplier(s) of the material(s) to be included in the list of authorized items to be imported.
