COMPLIANCE TO THE PROCEDURE IN MARKING OF ENTRIES FOR THE ON-LINE RELEASE SYSTEM FOR OFF-DOCK CY-CFS



It has been observed that during the first three weeks of implementation of the On-Line Release System for Offdock CY-CFS, the procedure for Marking of Entries was not strictly followed. This procedure is spelled out in par. 1.0 of the Memorandum Order of the Commissioner dated 22 January 1996 as —
"1.0 Marking of Entries

1.1 To guide the Bureau as to where to direct the release instruction for a shipment earlier transferred to an Offdock CY-CFS, it shall be the RESPONSIBILITY of the IMPORTER/BROKER or his representatives to the LEGIBLY write/stamp at the blank spaces at the very TOP and at the very bottom of the FRONT PAGE of the working copy of the IEIRD the name of the OFFDOCK CY-CFS in the manner illustrated below:

c. OFFDOCK
TRANSORIENT  
d. OFFDOCK
MARZAN  
e. OFFDOCK

f. OFFDOCK

1.2 It shall be the responsibility of the assigned COO III to ensure accomplishment by the im­porter/broker of 1.1 above and the correctness of the location stated therein."
Attention of all COO Ill's is particularly drawn to 1.2. There are situations when the BROKER/IMPORTER may be UNAWARE that the shipment has been TRANSFERRED to an OFFDOCK CY-CFS and therefore unable to comply with 1.1 above. In these cases, the assigned COO 111 shall be RESPONSIBLE for MARKING THE ENTRY being the one in the position to do so.

To ensure strict compliance to this provision, the Chiefs of the Collection Division shall report to the office of the Commissioner any entry that reaches the Division without the proper MARKINGS. This then shall serve as a prima facie evidence that the assigned COO III did not conduct the required examination of the shipment.
