[ DA ADMINISTRATIVE ORDER NO. 12, S. 1995, April 25, 1995 ]

RULES GOVERNING THE IMPORTATION OF DRESSED FROZEN PEKING/BEIJING DUCKS FROM SHANDONG AND SHENYANG, THE PEOPLE’S REPUBLIC OF CHINA



WHEREAS, the Department of Agriculture Philippine Mission in the People’s Republic of China (PROC), after a thorough investigation and evaluation of the duck dressing procedures, quality assurance and disease situation in the country found favorable conditions that merit allowing the importation of dressed Peking/Beijing ducks from the PROC pursuant to Presidential Memorandum Order No. 95 and DA Administrative Order No. 23;

WHEREAS, certain conditions are set up to allow such importations of fully dressed frozen Peking/Beijing ducks (without internal organs);

NOW, THEREFORE, I, ROBERTO S. SEBASTIAN, Secretary of the Department of Agriculture, do hereby issue these set of guidelines governing the importation of dressed frozen Peking/Beijing duck from Shandong and Shenyang of the PROC:

1. That only the specified Bureau of Animal Husbandry of the Ministry of Agriculture and the China Commodities Inspection Bureau of the PROC accredited duck dressing plant stated below are allowed to export dressed frozen Peking/Beijing ducks to the Philippines through its local counterpart:

The Shouguang Foreign Trade Food Processing Cold  Storage Plant Shandong Province for the Sinotrans Shandong Shouguang Branch; and

The Shenyang Radiance Meat Birds Factory, Shenyang, for the Shenyang Cereals, Oils, Foodstuffs, Imports and Export Corporation;

2. That all importations of dressed frozen ducks shall be accompanied by:

2.1 Veterinary Quarantine Clearance/Permit signed by the Secretary of the Department of Agriculture or his duly authorized representative and have complied with the Bureau of Animal Industry (BAI) and the National Meat Inspection Commission (NMIC) rules and regulations;

2.2 Health Certificate issued by the PROC Quarantine Inspection Service;

2.3 Other relevant certification on drug, pesticide and hormonal residues and heavy metal contaminants as the need arises.

All orders, rules and regulations or parts thereof, which are in conflict with the provisions of this Order are hereby repealed or modified accordingly.

This Order shall take effect immediately.
