AMENDMENT OF THE REVISED SEED STANDARDS TO BE FOLLOWED FOR CERTIFIED SEEDS OF CROPS



Pursuant to the provisions of the Implementing Rules and Regulations of Republic Act No. 7308, otherwise known as the Seed Industry Development Act of 1992, Article II, Section 3C, the following seed standards* are to be followed for certified seeds to wit:

Definition of Terms

1. Certified Seed shall mean the progeny of foundation and registered seed whose genetic identity and varietal purity had passed the field and seed standards for each crop seed.

2. Pure Seed shall refer to the species stated by the sender, or found to predominate in the test, and shall include all botanical varieties (varietas) and cultivars of that species as stated in the ISTA Rules and AOSA for specific crops.

3. Other Crop Seeds shall include seeds and seed-like structures of any plant varieties other than that of pure seed.

4. Other Varieties shall include seeds and seed-like structures of any plant varieties other than that one stated by the sender.

5. Red Rice shall include rice seeds with red caryopsis.

6. Inert Matter shall include pieces of broken or damaged seeds, achenes, mericarps and caryopses one half of the original size or less, soil, sand, stones, chaff, stem, leaves, cone scales, pieces of bark, flower, nematode galls, fungus bodies and all other matters not seeds as stated in ISTA Rules.

7. Moisture Content shall mean the loss of weight when it is dried in accordance with the ISTA Rules.  It is expressed as a percentage of the weight of the original sample.

8. Germination shall mean the emergence and development of the seedling to a stage where the aspect of its essential structures indicates whether or not it is able to develop further into a satisfactory plant under favorable conditions in soil.

This Order shall take effect immediately.
