[ DDB BOARD REGULATION NO. 4, S. 1995, September 28, 1995 ]

REQUIREMENTS FOR ACCREDITATION OF REHABILITATION WORKERS FOR DRUG AND SUBSTANCE ABUSE



Pursuant to the powers vested in the Dangerous Drugs Board under Section 36, paragraphs (a) and (f) of Republic Act 6425, as amended, the following requirements for the accreditation of rehabilitation workers for drug and substance abuse are hereby prescribed:

SECTION 1. Who can be accredited

A. Qualification — The following rehabilitation workers shall be accredited:

    a.1 Professional Service Provider

    a.2 Para-professional Service Provider

    a.3 "Grandfather’s Clause"

Definition of Terms:

Professional Service Provider — one who possesses a four year College degree, including but not limited to Masteral and Doctoral degree holder who is involved in the process of Treatment and Rehabilitation.

Para-Professional Service Provider — is a graduate of Secondary education or of a general technical or vocational course who is to work in a Treatment and Rehabilitation Center or facility.

"Grandfather’s Clause" — one who has rendered service and has been involved in the treatment and rehabilitation processes pursuant to Article III, Section 4 of Board regulation No. 5, Series of 1991, for a period of at least ten (10) years.

B. For Professional Service Provider. A person shall be :

    b.1  Filipino citizen and of legal age;

    If a foreigner should have an approved Work Permit either from DOLE or Bureau of Immigration and Deportation.

    b.2  A degree holder, preferably one of the following:

        b.2.1 Psychologist

        b.2.2 Social Worker

        b.2.3 Guidance Counselor

        b.2.4 Occupational Therapist

    b.3  Duly registered license with Professional Regulation Commission if his profession is one which has an appropriate licensure examination;

    b.4  Civil Service eligible, if employed in a government agency;

    b.5  Comply with b.8, if employed in a private treatment and rehabilitation center;

    b.6  Have at least one (1) year work experience in a treatment and rehabilitation center which has been granted a permit by the Board;

    b.7  Duly certified by the Center Director one has worked in this Center for at least one (1) year assigned work related to his profession;

    b.8  Graduate of the basic DDB training course for treatment and rehabilitation workers;

    b.9  Of good moral character and unquestionable reputation; and

    b.10 Physically, emotionally and mentally fit to work.

C. For Para-professional Service provider. A person must:

    c.1  Meet criteria b.1; b.6; b.7; b.8; b.9 and b.10;

    c.2  Be a high school graduate or has completed a two-year non-collegiate technical or vocational course or an equivalent experience working in the Center for 3-5 years; and

    c.3  Be drug-free for at least three (3) consecutive years.

D. For "Grandfather’s Clause". A person must:

    d.1  Be a Filipino citizen;

    d.2  Be of good moral character;

    d.3  Be physically, emotionally and mentally fit;

    d.4  Have undergone the DDB Refresher Course and meet criterion b.8;

    d.5  Have shown interest, commitment, dedication and loyalty in providing services to drug dependents;

    d.6  Have contributed to the successful implementation of the treatment and rehabilitation program for at least ten (10) years;

    d.7  Must have at least ten (10) years of experience in treatment and rehabilitation work, to effect the qualifications under b.2 and c.2.

SECTION 3. Sanctions — Any person who violates this Regulation shall be subject to administrative and / or criminal sanctions as warranted.

SECTION 4. Repeal — All Board Regulations and other issuances inconsistent with this Regulation shall be repealed or modified accordingly.

SECTION 5. Effectivity — This Regulation shall take effect after completion of its publication once a week for two (2) consecutive weeks in a newspaper of general circulation.
