[ BOC MEMORANDUM ORDER NO. 7-2005, February 07, 2005 ]

ISSUANCE OF CERTIFICATE OF ORIGIN (CO) FOR GARMENTS AND TEXTILES, AND FOOTWEAR PRODUCTS TO MEXICO



In view of the deactivation of the Garments and Textile Export Board (GTEB) pursuant to Executive Order No. 285, the BOC shall take over the processing/issuance of CO relative to the export of the above-captioned products of the Philippines to Mexico.

Accordingly the provisions stipulated under the MOA between GTEB and BOC in August 1994 shall cease to be enforced.

I. Objective:

 

To facilitate processing of CO/other pertinent documents, specifically required by Customs Authorities of Mexico.

II. Coverage:

 

This Order covers the issuance of CO for garments and textile and footwear products (containing textile, leather, plastic, etc. components to Mexico). The CO Form to be used shall be supplied by the Mexican buyers. (Attached sample form marked as Annex I*)

III. Administrative Provisions:

    1. The Export Division/Unit concerned shall issue the Certificate of Country of Origin (sample form attached as Annex II*) and CO for all shipments of garments and textiles and footwear products to Mexico.

    2. The issuing Office shall exercise utmost discretion in the evaluation of such applications, and shall be guided by the rules and criterion on the determination of Country of Origin in accordance with the Mexican directive.

    3. The CO shall be accomplished in the prescribed form.

    4. Only the major components of the garments shall be listed on Item 5 of the CO Form.

IV . Repealing Clause:

 

All CMO, rules and regulations inconsistent with this Order are hereby repealed/amended accordingly.

V. Effectivity:

 

This Order shall take effect immediately and shall last until revoked.
