GUIDELINES ON THE IMPORTATION AND REGISTRATION OF MOTOR VEHICLES OF INVESTORS AT THE FREEPORT/SPECIAL ECONOMIC ZONES



To provide control measures in the importation and registration of motor vehicles of investors at the freeport/special economic zones, the following regulations are hereby provided:

1. All motor vehicles imported by investors/registered enterprises in the freeport/special economic zones shall be covered by Import Permits issued by SBMA. Pending the issuance of regulations for use of said vehicles outside the secured area, utilization shall be limited to the secure area only.

2. District Collectors assigned at the Zones shall process the import entry declarations of the motor vehicles, including the examination and assessment thereof, and shall issue clearance certificates therefor.

3. Clearance certificates shall be issued, in lieu of the certificates of payments, for purposes of vehicle registration with the Land Transportation Office (LTO).

4. The Land Transportation Office shall issue the registration receipt with a notation stamp thereon the following words:

"Tax Exempt under RA 7227: Subject to Payment of Customs Duties and Taxes upon Transfer."

5. In order to monitor the use of the motor vehicles subject of this memorandum, it is understood that the zone authorities shall coordinate with the LTO for the issuance of distinctive plates for and the affixing of appropriate markings (on the body) of the same, indicating that the motor vehicle is entered in accordance with RA 7227.

6. The District Collectors shall make proper coordination with the Freeport/Special Economic Zone authorities and with the Land Transpiration Office for the effective implementation of this order and shall submit a monthly report of motor vehicles processed at their respective jurisdictions.

This Order shall take effect immediately.
