(NAR) VOL. 1 NO.1 / JANUARY - MARCH 1990

[ DOH QUARANTINE ADMINISTRATIVE ORDER NO. 4, September 25, 1950 ]

LANDING AT THE PORTS OF THE PHILIPPINES OF HUMAN CADAVERS AND/OR REMAINS

It has been observed that human cadavers and/or remains from abroad intended for burial in the Philippines are being landed without the required death certificates.  This is a violation of the provisions of Circular No. 1 of this Office under date of September 22, 1947.  For the guidance and information of all concerned the following amended provisions of Circular No. 1 shall take effect immediately:

1.  All cadavers and/or remains for landing at Philippine ports should be accompanied by a death certificate or a true copy thereof and duly certified by the custodian of such document;

2.  Cadavers and/or remains shall be accompanied by a certificate of the embalmer and/or the undertaker certifying that the cadavers and/or remains have been properly embalmed and placed in a sealed casket which is air-tight and water-proof while the bones and ashes shall be placed in a hermetically sealed urn or box lined inside with zinc or tin; and

3.  In addition to the above, the body of a person who died of cholera or of smallpox shall not be allowed to pass through quarantine without having been properly disinfected and until one year has elapsed since death, and an authentic certificate that such corpse was disinfected should accompany the body, and the body of a person who died of typhus or plague may be permitted to pass through quarantine only if free from vermin.  An authentic certificate that such corpse was disinsecticized should accompany the body.

You are, therefore, again reminded that failure in the observance of the foregoing regulations shall cause the cadavers and/or remains not to be landed at any Philippine port and such cadavers and/or remains shall be shipped back to their ports of origin.

Adopted: 25 Sept. 1950

(SGD.) R. ABRIO Colonel, B.Q.
Director of Quarantine

Effective: 25 September. 1950
