[ PRC BOARD OF ENGINE OFFICERS RESOLUTION NO. 16, s. 1993, December 14, 1993 ]
SUPPLETORY SPECIFIC RULES ON THE CONDUCT OF THE ENGINE OFFICERS LICENSURE EXAMINATIONS
WHEREAS, under Secs. 3 and 8 of P.D. No. 97: “The Philippine Merchant Marine Officers Law”, the Board for Engine Officers has the objective, power, and duty to administer licensure examinations in various grades for those aspiring to practice the engine officers professions;
WHEREAS, the Professional Regulation Commission, pursuant to Sec. 5 of P.D. No. 223, as amended, has the power to administer and conduct the licensure examinations of the various Boards according to the rules and regulations promulgated by it;
WHEREAS, “the Rules and Regulations Governing the Regulation and Practice of Professionals” under Sec. 19 (a), Art. III thereof states, to wit: “Sec. 19 (a) The Professional Regulation Commission and the Board concerned shall jointly have charge over the conduct of the examinations given by the Board according to the said Rules;
WHEREAS, by virtue of its quasi-legislative (rule-making) power, the Board can prescribe and promulgate rules, guidelines or policies how to exercise its power to conduct the licensure examinations that will be complementary and suppletory to the Professional Regulation Commission’s Rules on Examinations; and
WHEREAS to upgrade and enhance the effectiveness, credibility, and quality of the licensure examinations, the Board deems it appropriate to adopt rules or guidelines that will instill discipline and dignity among the examinees and that will strengthen their qualifications to sit in their respective examinations,
NOW, THEREFORE, the Board hereby RESOLVES, as it is RESOLVED, to prescribe and promulgate the hereunder specific guidelines viz.:
1. In the course of the examination, every examinee shall be (a) in properly prescribed uniform: white polo with shoulder board bearing stripes according to the grade of the examination he is taking and black trousers; and (b) shall sport an acceptable haircut befitting an engine officer and not wear earrings. Violation of this rule may warrant the Board to disqualify the examinee from taking, or continuing to take, the examination.
2. No examinee shall be admitted to take his examination unless he submits certification of sea service issued by the local agent, and duly signed by the Ship’s Master and Chief Engineer with the ship’s and the local agent’s seal properly stamped thereon.
3. The entry of date, month and year in the seaman’s book shall tally with that set forth in the foregoing certification. A discrepancy or variance between the two (2) entries shall be a basis for the denial of the application for examination or for cancellation of the examination if discovered thereafter. Any erasure thereof in the said book without the Master’s and/or Chief Engineer’s counter signatures shall not be considered.
FURTHER, RESOLVED, that the herein rules be strictly applicable in the second examination scheduled after the effectivity of the herein resolution.
FURTHERMORE, RESOLVED, that the herein Resolution be widely circularized and disseminated to all schools/colleges/universities offering the engine officer’s courses, to the Accredited Association of Engine Officers and to all other concerned or interested parties.
FINALLY, RESOLVED, that the herein resolution be effective, upon approval thereof by the Professional Regulation Commission, after fifteen (15) days following its publication in the Official Gazette or any newspapers of general circulation.
