[ POEA MEMORANDUM CIRCULAR NO. 3 S. 1985, February 01, 1985 ]

WAR RISK TRADING AREAS AND PREMIUM PAYS FOR FILIPINO SEAMEN



Pursuant to POEA's authority to determine and update war risk trading areas and premium pays for Filipino seamen sailing into these areas and after consultation with the various sectors of the manning industry, the following are declared war risk trading areas in the Persian Gulf with their corresponding schedule of premium pays:

1. The area within the perimeter of the imaginary lines drawn from Jazirat Faylakah Island at coordinates Lat 29º23.5'N Long.  48º25'E to Al Farisiyah Lighthouse at coordinates Lat 28º00'N Long.  50º52'E[*] onwards to Lat 28º00'N Long. 51º00'E and touching the shoreline of Iran — ONE HUNDRED PERCENT (100%) premium pay.  However, the area within 10 miles radius of the Marjun oilfield shall be excluded from above war risk trading area;

2. The area within the perimeters of the imaginary lines connecting the following coordinates: Lat 28º00'N Long.  50º52'E; Lat 28º00'N Long.  51º00'E; and Lat 27º20'N Long.  51º00'E — SEVENTY FIVE PERCENT (75%) premium pay;

3. The area within the imaginary lines drawn from coordinates Lat 28º00'N Long.  51º00'E to Lat 27º20'N Long.  51º00'E downwards to Lat 26º33'N Long.  51º58'E and upward to the shoreline of Iran along Long.  51º58'E — FIFTY PERCENT (50%) premium pay; and

4. The area bounded by the shoreline of Iran and within the perimeter lines of Long.  51º58'E, Lat 26º33'N and Long.  53º00'E — TWENTY FIVE PERCENT (25%) premium pay.

All Filipino seamen on board any vessel whether trading, supply or offshore vessel sailing into or operating within the war risk areas defined above shall be entitled to the applicable premium pays.

This issuance amends that portion of Memorandum Circular No. 21 Addendum C, Series of 1984 pertaining to the Persian Gulf.  Other war risk trading areas identified in Memo Circular No. 21-C shall remain effective together with their corresponding schedule of premium pays.
