[ DFA FOREIGN SERVICE CIRCULAR NO. 120-90, March 23, 1990 ]

ISSUANCE OF VISAS TO FOREIGN CONSULTANTS AND PERSONNEL COMING TO THE PHILIPPINES PURSUANT TO THE IMPLEMENTATION OF OFFICIAL DEVELOPMENT ASSISTANCE PROJECTS



For the information and guidance of all concerned, following are the rules governing the issuance of visas to foreign experts, consultants and personnel coming to the Philippines pursuant to the implementation of development assistance projects under bilateral agreements and memoranda of understanding ( MOUs):

1. Eperts/consultants carrying official passports and certified to by their governments as government officials travelling on government business shall be issued 9(E-2) visas bearing the notation "ODAP" for "Official Development Assistance Program".

2. Experts/consultants/personnel mentioned above but carrying ordinary/regular passports shall be issued special non-immigrant visas under Section 47(a) (2) of the Philippine Immigration Act of 1940, as amended.

The provisions of existing circulars and regulations which are inconsistent with this circular are hereby amended or repealed as the case may be.
