CREATING THE MINDORO ISLAND COMMITTEE ON ELECTRIFICATION



WHEREAS, there is an urgent need to provide a reliable supply of electricity at a reasonable cost in the island of Mindoro to support the development program of the two provinces, namely Mindoro Oriental and Mindoro Occidental.

WHEREAS, the need to have a stable supply of reliable and affordable electricity in the island requires the implementation of a comprehensive electrification program to be implemented by Mindoro Oriental Electric Cooperative (ORMECO) and Mindoro Occidental Electric Cooperative (OMECO), the two electric utilities in the island.

WHEREAS, the program calls for the upgrading and/or rehabilitation of the existing electrification system of the island including the improvement of the electricity transmission and generation networks.

WHEREAS, the Secretary of the Department of Energy approved ORMECO’s proposal to locate NPC’s Power Barge 106 (PB 106), Power Barge 108 (PB 108) and/or any other available power sources in Mindoro Island subject to regular accounting and auditing procedures.

WHEREAS, the program will require massive technical, financial, and administrative support from the National Power Corporation, National Electrification Administration and the Department of Energy as well as the island’s local government units and consumers.

WHEREAS, it is necessary to create a special body that will coordinate and oversee that the program development and implementation subject to the government accounting, financing, bidding, auditing and other normal processes be done in the most economical manner at the shortest possible time to be beneficial to all parties.

NOW, THEREFORE, a committee is hereby created whose essential function is to ensure the immediate attainment of the Mindoro Island consumer’s objective of having a sustainable, reliable and reasonably prices electricity supply. The following guidelines are hereby issued for the guidance and compliance of all concerned.

SECTION 1. The committee shall be named Mindoro Island Committee on Electrification or MICE;

SECTION 2. Composition — The following shall comprise the MICE:
a. Chairman — Paulino C. Partoza, NPC  
b. Vice-Chairman — Leonardo R. Olaño, NEA  
c. Members — Jacinto H. Madriaga Jr., ORMECO  
  — Arleo E. Magtibay, ORMECO  
  — Alex C. Labrador, OMECO  
  — Ernesto C. Esteves, OMECO  
  — Lorenzo S. Marcelo, NPC  
  — Maharlika A. Oaferina, NPC  
  — Nicanor D. Ayson, NEA  
  — Daniel D. Endozo, NPC  
SECTION 3. Functions — The MICE shall oversee and coordinate the implementation of the following:

a. Submit to DOE within twenty (20) calendar days upon effectivity of this circular a ten-year (10 year) power development program for the island including a detailed work program for the transmission and generation aspects of the plan.

b. For ORMECO and OMECO to finalize the ten-year power purchase agreement with NPC within 90 days from effectivity of this circular.

c. Formulate and implement a siting plan for the different power generating installation in the island of Mindoro.

ORMECO and OMECO shall provide the power plant site and arrange the necessary clearances for the proposed siting plan.

d. Finalize and implement an interconnected transmission system for the island that will facilitate power generation resource sharing to improve power supply reliability in the entire Mindoro island.

OMECO and ORMECO shall assists and facilitate in securing transmission right of way or easement.

e. Provide every two (2) weeks a report to the Secretary of Energy, NEA Administrator and President of NPC the accomplishment and updated work plan of the program and outages report.

f. Finalize and implement the plan for the construction/erection of the following transmission/distribution structures but not limited to Calapan Substation 30 MVA; Calapan Substation 25 MVA; Bansud Substation; Puerto Galera Substation; and San Jose and Mamburao Substations.

ORMECO, NPC and NEA shall complete and commission the Calapan substation and the three step-down transformers in Bansud on or before 30 January 1996.

NPC shall provide auxiliary equipment including control and protection devices needed in the completion of the transmission system subject to normal government auditing and accounting procedures.

g. NPC shall settle its financial obligation to ORMECO regarding the Calapan-Bansud Transmission system within 60 days upon commissioning and NPC acceptance of the 69 KV facilities.

h. NPC and NEA shall assist the cooperatives in the commissioning and testing of all transmission systems.

i.  ORMECO shall submit for NEA’s approval, work and financing programs for the two existing mini-hydro facilities on or before 30 January 1996.

SECTION 4. Effectivity — This circular shall take effect immediately a day after its complete publication in a newspaper of general circulation.
