[ POEA MEMORANDUM CIRCULAR NO. 4, S. 1986, April 14, 1986 ]

ON MISBEHAVIOR OF SEAMEN



On account of disturbing reports received by this Administration about cases of seamen fined/jailed for possession of firearms particularly those whose vessels ply the Malaysian/Singapore/Thailand routes, all seamen should be warned on the dangers of possession of firearms and therefore refrain from buying airguns/pistols and the like.

In like manner, this Administration had been notified of increasing number of cases of seamen who have deserted their ships which has adversely affected the reputation of the Filipino seamen.  They should be warned that the said offense along with other violations committed while under contracts has corresponding penalties that may be imposed upon them either by the Master of the vessel or the POEA.

In this regard, all are enjoined to disseminate the above information thru PDOS.
