REVISING THE BUYING AND SELLING PRICES OF FIELD LEGUMES



In the interest of the service and effective immediately, the buying and selling prices of field legumes seeds under Administrative Order No. 17, Series of 1993, are hereby revised for guidance of the various DA Field Units and Bureau of Plant Industry as follows:

The buying and selling of crop seeds shall be in accordance with the following policies:
  1. Registered or accredited members of the Seed Producers Association Cooperatives, Philippine Seed Industry Association, Inc., shall be given first priority to supply the required seeds to be procured.

  2. Procurement and distribution of seed shall be in accordance with the rules and regulations of the Commission on Audit (COA).

  3. Procure only certified, tagged and sealed seed of accredited producers.

  4. Seeds to be procured shall be subjected to laboratory testing and shall meet the minimum quality standard prescribed by the Seed Certification and Seed Standard implemented by the Seed Quality Control Services.

  5. Supporting documents required in the procurement of seeds:
    5.1 Approved Requisition and Issue Voucher (RIV)

    5.2 Report of Seed Testing Laboratory (STL on seed viability)

    5.3 Approved Letter Order or Purchase Order (P.O.)

    5.4 General Voucher

    5.5 Original Delivery Receipts

    5.6 Original Sales Invoice

    5.7 COA Inspection Reports

    5.8 Certification for Emergency Purchase
  6. Seeds shall be sold on cash and carry basis.

  7. Seed germination that fall below the minimum quality standard after 4 months of storage shall be sold as commercial grain at prevailing commercial price at the time of sale.

  8. The selling prices herein prescribe shall also be applied to field legumes seeds produced by all DA/BPI National Crop Centers and Field Stations.
This Order supersedes all other administrative orders inconsistent herewith.
