[ POEA MEMORANDUM CIRCULAR NO. 12, S. 1986, July 08, 1986 ]

WARZONE COVERAGE AND PREMIUM PAY



In view of recent developments in the Persian Gulf wherein an escalation of attacks on vessels plying therein has been noted, and after consultation with the Tripartite Technical Working Group, the POEA, by virtue of its power to update the definition of warzone areas and payment of its corresponding premium pays hereby declares the Persian Gulf bound by latitude N 24ºN and Longitude 56º35 Min. East as within the warzone coverage. Filipino seamen on board trading vessels plying this route shall be entitled to a minimum 100% premium pay.

Meanwhile, for seamen working on offshore and supply vessels, the areas of warzone coverage as defined in Memo Circulars Nos. 3 and 3-A, as amended, shall remain the same.  However, their premium pays are hereby increased to 100% of their basic pay.

Previous circulars related to this subject not inconsistent with this pronouncement shall remain effective.

This Circular shall take effect on July 16, 1986 without prejudice to shipowners voluntarily adopting an earlier effectivity for the greater interest of their crew.
