CONVERSION TO FILCAB SERVICE



The Board has been receiving reports that most of the Public Utility Vehicle (PUV) operators who were granted Certificates of Public Convenience (CPC) for the operation of mega taxi, shuttle, garage, vehicle-for-hire, rent-a-car and tourist transport service are continuously and actually operating their units as filcab service with fixed destinations despite the opportunity given to convert the same to filcab service when Memorandum Circular No. 99-018 dated 11 October 199 was issued.

To extend the opportunity for these operators operating as filcab service to legitimize their operations, the Board hereby resolves and allows them to convert the same to filcab service indicating their points of origin and destination and proposed fares.

PROHIBITIONS:

- No petitions/applications with preferred routes that will traverse Epifanio delos Santos Avenue (EDSA) shall be allowed and accepted for conversion to filcab service.

- The conversion to filcab service does not apply to the above enumerated PUV operators with sedan type unit.

All Memorandum Circulars/Orders inconsistent with this Memorandum Circular are hereby cancelled/revoked accordingly.

This Memorandum Circular shall take effect immediately.
