AMENDMENT TO THE EXEMPTIONS PROVIDED IN SECTIONS 2 AND 3 OF DOLE CIRCULAR NO. 01-91 CONCERNING THE DEPLOYMENT. PRE-QUALIFICATION AND ACCREDITATION OF NEW EMPLOYERS PER ADMINISTRATIVE GUIDELINES IMPLEMENTING THE DEPARTMENT CIRCULAR NO. 01-91



In addition to Administrative Guidelines Implementing Department Circular No. 01-91 particularly Section 2 on accreditation of foreign employers, and pending issuance of clarificatory guidelines on the same, EXEMPTIONS shall be granted to all performing artists which were booked by a member of legitimate associations; PROVIDED THAT THE SAID EMPLOYERS/PROMOTERS WERE CERTIFIED BY AN ASSOCIATION OF EMPLOYERS/PROMOTERS DULY ACCREDITED BY THE DEPARTMENT OF LABOR AND EMPLOYMENT AND PRE-QUALIFIED BY THE LABOR ATTACHE OF THE PHILIPPINE FOREIGN EMBASSY.

Further, Section 3-item A is amended to include that all principals and promoters must be formally guaranteed and endorsed by an association that was duly pro-qualified by the Labor Attache of the Philippine Foreign Embassy and officially accredited by the Department of Labor and Employment.

In the amendment of both sections 2 and 3 of Circular No. 01-91 of the Department, it is PROVIDED THAT THESE ASSOCIATIONS MUST POST AN ADDITIONAL SUBSTANTIAL CASH BOND AND SHALL HAVE A WELL RESPECTED, KNOWN CITIZEN, PREFERABLY A RETIRED HIGH RANKING GOVERNMENT OFFICIAL AS MEMBER OF THE ASSOCIATIONS BOARD OF DIRECTORS.
