[ DBM CIRCULAR LETTER NO. 2001-3, February 09, 2001 ]

REITERATION OF THE VALIDITY OF NOTICES OF CASH ALLOCATION



1 0 Consistent with the provisions of DOF-DBM Joint Circular No. 1-90 which provided for the implementation of the Modified Disbursement Scheme (MDS) and Circular Letter No. 91-10 which specified the validity of the Notice of Cash Allocation (NCA), it is hereby reiterated that NCAs issued in a specific calendar year shall be valid only until the end of that year i.e., December 31.

2.0 In this connection, the following guidelines are hereby emphasized:
2.1 Issuance of MDS checks chargeable against the NCAs released by DBM shall not extend beyond the last working day of each calendar year when the NCA was issued.  The Advice of Checks Issued and Cancelled covering MDS checks issued on that date shall be submitted to the government servicing bank on the first working day of the following year.

2.2 NCAs issued by DBM in the immediately preceding year but which are received by the agency after the last working day of December, can no longer be utilized.
3.0 Since all NCAs will lapse by December 31, any request for change of creditor or name of retiree as a result of typographical error committed can only be made within the year the covering NCA was issued.  The authority to change creditor/retiree, if granted by DBM, shall be valid only until the end of the year the subject NCA was issued.

4.0 Please be guided accordingly.
