NAR) VOL. 12 NO. 1 / JANUARY - MARCH 2001

[ DECS ORDER NO. 73, s. 2000, November 22, 2000 ]

DIRECTIVE ON POLITICAL RALLIES

1.         School administrators from both the public and private school systems must be steadfast in the performance of their duty to deliver quality education to their students in the face of challenging times.

2.         As educators in basic education, we must be above destructive partisan politics and should therefore stay away from activities that will disrupt classes or in anyway, endanger the safety of students and teachers.

3.         This does not prohibit the exercise of one”s right to freedom of expression.  Academic discussion of current national issues is encouraged as long as it is done within the confines of the classroom and not outside school grounds.

4.         Political rallies supporting any side are not the proper means for objectively learning the issues and may expose elementary and high school students to unnecessary danger and risk.  We must not fall in our responsibility to look after the welfare of the students as entrusted to us by their parents.

5.         School administrators are urged to avoid any disruption of classes and the participation of elementary and high school students in political rallies during class hours.

6.         Immediate and wide dissemination of this Order is enjoined.

7.         For strict compliance of all concerned.

Adopted: 22 Nov. 2000
