UPDATE ON CANADA'S FOREIGN DOMESTIC PROGRAMME



Per official advise from the Embassy of Canada, the Minister of Employment and Immigration announced on 30 January a 12 week freeze on the processing of foreign domestic employment authorizations received on or after 31 January 1992, pending the implementation of a new domestic programme in May.  The Canadian Embassy in Manila however will process to conclusion all applications received prior to 30 January 1992.

With regards to the opportunity given to domestic helpers to obtain Canadian permanent resident status, domestics now in Canada will continue to be eligible for permanent residence in Canada under the previous programme criteria.

Under the new programme in order to qualify for permanent residence status in Canada upon completion of their two year employment contract a foreign domestic will have to meet the following criteria: a) equivalent to Canadian grade 12 education; b) 6-12 months full-time training in a field related to live-in care e.g. care of children, the elderly or disabled; c) proficiency in English or French: d) a minimum of 2 years experience as a domestic in Canada.
