[ PRC BOARD FOR LIBRARIANS RESOLUTION NO. 11-99, December 29, 1999 ]

PRESCRIPTION AND ADOPTION OF THE SYLLABI FOR THE SUBJECTS IN THE LICENSURE EXAMINATION FOR LIBRARIANS



WHEREAS, Sec. 11, Article III of R.A. No. 6966 known as the “Philippine Librarianship Act” provides that “[U]nless exempt from registration, no person shall practice or offer to practice librarianship in the Philippines or be appointed as a librarian to any position calling for a librarian and documentalist or information specialist working in a library, without having previously obtained a certificate of registration from the Board.”

WHEREAS, Sec. 14, Article III of the same Act provides for the various subjects to be covered in the licensure examination for librarians.

WHEREAS, the primary objective of said examination is to test the over-all knowledge and proficiency of the applicant for registration for the practice of the librarianship profession.

WHEREAS, Memorandum Circular No. 08, Series of 1992 of the Commission, directed every professional regulatory board to prescribe and adopt a syllabus for every examination subject.

WHEREAS, as early as 1993, the Board conducted a series of dialogues with the academe for the purpose of adopting a syllabi of the subjects in the licensure examination for librarians and the proposed syllabi, which was the product of those dialogues, was endorsed to the Department of Education, Culture and Sports (DECS) for approval, and it was disseminated by the Secretary of DECS to all schools, colleges and universities, public and private, offering the course for librarians but the Board failed to officially adopt the above-mentioned syllabi.

WHEREAS, in compliance with the said PRC Memorandum Circular No. 08, Series of 1992, the present Board conducted a series of consultations/conferences with the academe for the adoption of the syllabus for each of the subjects in licensure examination for librarians, and the Technical Education Council (TEC) of the DECS favorably endorsed the revised curriculum of the course for librarians and the syllabi of the subjects for licensure examination for consideration and deliberation which was formally approved during the consultation/conference.

WHEREFORE, the Board resolved as it hereby resolves to prescribe and adopt the syllabi of the subjects in the Licensure Examination for Librarians contained in the document denominated as “Syllabi of the Subjects in the Licensure Examination for Librarians” appended and marked as Annex “A” (Text available at ONAR, U.P. Law Center) and made an integral part of this Resolution.

The syllabi adopted herein shall be issued starting with the November 2000 Licensure Examination for Librarians.

This Resolution shall take effect after fifteen (15) days following its publication in the Official Gazette or in a newspaper of general circulation, whichever is earlier.

Let copies of this Resolution be furnished the deans and/or all the heads of the schools, colleges, public and private, offering courses for librarians for dissemination to all their students and graduates.
