RATE OF SERVICE FEE FOR THE ADVANCE/EXPRESS CLEARANCE PROCESSING OF GREEN CODED CONTAINERIZED SHIPMENTS



Pursuant to Executive Order 159 dated 23 February 1994, in relation to Sections 608 and 3301 to 3304 of the Tariff and Customs Code of the Philippines, as amended, a fee of P2000.00 per TEU shall be collected for services rendered described in the following paragraphs:

1.         There shall be made available a GREEN LANE FOR CARGO CLEARANCE with the following features among others:

a)
Provision for PRE-ARRIVAL processing of clearance documents;
b)
Express and Non-stop Processing of the clearance papers from the time of filing to the release of the delivery permit;
c)
Guaranteed completion of the processing of the delivery permit within 48 hours from filing or from arrival of goods, whichever comes last, except when positively found to be attendant with violations;
d)
Priority in the physical delivery of the goods from the piers;
e)
Tighter security measures against pilferage/losses.

2.         Utilizing a SYSTEM for RISK PROFILE ANALYSIS, all containerized shipments identified to be LOW RISKS shall be cleared thru the GREEN LANE above described.

The Commissioner of Customs shall issue implementing regulations for the efficient operation of the GREEN LANES in all ports of entry to be selected for the purpose and for the collection of the fees described herein.

All orders, rules and regulations inconsistent herewith are hereby repealed, modified or amended accordingly.

This Order shall take effect fifteen (15) days after its approval and publication in the Official Gazette or in two (2) newspapers of general circulation.
