[ BOC MEMORANDUM ORDER NO. 11-98, April 20, 1998 ]

CLEARANCE IN THE PORT OF MANILA OF SHIPMENTS ARRIVING AT THE SUBPORT OF MARIVELES OTHER THAN THOSE CONSIGNED TO PEZA-REGISTERED FIRMS



1.0 Objectives:

1.1 To secure the collection of duties and taxes;

1.2 To facilitate the clearance of shipments discharged at the Subport of Mariveles.

2.0 Coverage:

2.1 This order shall apply to oil and non-oil importations arriving at the Subport of Mariveles (to include those discharge at LUCANIN Point and at the Mariveles Grains Terminal) other than those consigned to PEZA-registered firms.

3.0 General Provisions:

3.1 The filling, processing and payment of duties and taxes of entries for shipments covered by the ORDER shall be made at the Port of Manila.

3.2 Payment of duties and taxes shall be as prescribed in CAO 2-95.

3.3 As with all entries filed with the Port of Manila, processing shall be done thru the Automated Customs Operation System otherwise known as ACOS.

3.4 Upon arrival of the vessel at the Port of Mariveles, the shipping agent shall forward the diskette containing the Inward Foreign Manifest to the Data Monitoring Unit (DMU) at the Port of Manila.

3.5 The IEIRD for shipments discharged at the Port of Mariveles shall be preliquidated at the Port of Manila.

4.0 Release Procedure:

4.1 After having checked that complete assessment has been paid, the Chief, Collection Division affixes his signature on the working and delivery copies of the IEIRD.

4.2 When an Electronic Release Process has been installed between South Harbor and Mariveles, Collection Division shall lift the Duty Stop on the shipment and BOC Mariveles upon receipt of the signal that the cargo may now be released via the On Line Release System or OLRS, cause the final delivery of the goods from Mariveles Port.

4.3 Pending such an electronic release process, the Deputy Collector for Operation, POM shall set up a secured manual release process to insure that only those going thru the procedure in this ORDER are released by Mariveles.

5.0 Effectivity:

This order shall take effect immediately.
