INTEGRATION OF THE ENVIRONMENT INTELLIGENCE QUOTIENT (EIQ) SCHEME IN CIVIL SERVICE EXAMINATIONS



Executive Order No. 370, issued on Sept. 26, 1996, mandates the CSC to integrate the Environment Intelligence Quotient (EIQ) scheme in all civil service examinations. The EIQ scheme is one of the key actions contained in the Philippine Agenda 21, the country's blueprint for sustainable development.

The primary objective of the EIQ scheme is to ensure that government officials and personnel possess the right level of understanding of issues and concerns on environmental protection and conservation in particular, and on sustainable development governance in general.

The EIQ scheme shall be integrated in the civil service examinations by creating a new and specialized area on sustainable development and environmental concerns in the examinations.

The Commission shall already integrate the EIQ scheme in the third level examination, the Career Service Executive Examination (CSEE), to be given on June 21, 1998. Beginning next year, the Commission shall integrate the EIQ scheme in the Career Service Professional and Subprofessional examinations, and in all other civil service examinations.

In view thereof, the Civil Service Commission enjoins all government agencies to disseminate said information to all their officials and employees.
