ISSUANCE OF DIFFERENT PLATE NUMBERS TO MOTOR VEHICLES WHOSE CLASSIFICATION IS CHANGED



A great number of "for hire" motor vehicle plates manufactured in 1981 to implement Batas Pambansa Blg. 43 and the staggered Registration Rule, has remained unissued up to the present. While these number plates are available, some registered "for hire" motor vehicles, particularly those whose classification was changed from "private" to "for hire" (hereinafter referred to an "converted motor vehicles" have not been issued number plates. This is due to the practice of issuing to converted motor vehicles, number plates bearing letters and numbers that are the same as their "private" plate numbers.

In order not to waste government resources and to effect optimum and effective use thereof, the following guidelines are hereby prescribed to govern issuance of number plates to motor vehicles whose classifications are changed, or which are reverted to their prior or original classification:

SECTION 1. Issuance of Number Plates Based on Classification. — The identification numbers and letters of any motor vehicle number plates shall be permanently assigned to such motor vehicles during its lifetime on the basis of its classification, as follows:
a. Private

b. For Hire

c. Government

d. Diplomatic
SECTION 2. Change of Classification. —

a. In case of change of classification, a new set of motor vehicle plates with numbers and letters different from its previous plate number shall be assigned permanently to the motor vehicles under the new classification.

b) In the event the motor vehicle is reverted to the old classification, the motor vehicle license plate previously assigned to it shall be re-issued.

  CLASSIFICATION FOR HIRE
     
B) MAKE & TYPE NISSAN SENTRA

c) The same rule shall apply to all cases of change classification from Private to For Hire/Government/Diplomatic and vice-versa.

SECTION 3. Issuance to New Motor Vehicle License Plates. — As far as practicable, in case of change classification, the plates to be issued to a converted motor vehicle shall bear a number whose last digit coincides with the month of registration of the previous classification. If there are no such number plates any available number plates shall be issued. However, if the plate available is not within the quarter period as provided in Circular No., 82-028 dated 08 June 1982, additional registration fee shall be collected.

SECTION 4. Recording of Transaction. — For purposes of easy monitoring and control, previously assigned motor vehicle number plates and the code number of the District Office where they were surrendered shall be indicated on the Certificate of registration and Official Receipt of payment.

SECTION 5. Storage of Returned Motor Vehicle Number Plates. — The number plates of a motor vehicle whose classification has been changed shall be surrendered to the LTO District Office where the change classification was effected. A logbook containing the Date, File No., Plate No., CR No., Motor No., and Chassis No. shall be maintained for record and verification purposes.

SECTION 6. Amendatory Clause. — All orders , memoranda, and other issuances in conflict herewith are hereby deemed superseded, amended or modified accordingly.

SECTION 7. Effectivity. — The Administrative Order shall take effect immediately.
