NON-REGISTRATION/RENEWAL OF UNCONVERTED RIGHT HAND (RHD) MOTOR VEHICLES AND RESUMPTION OF LAW ENFORCEMENT OPERATION



In compliance with the DOTC Order 94-829 and Memorandum of Undersecretary Primitivo C. Cal dated 02 January 1996 against the continued use/operation of unconverted or unrepositioned Right Hand Drive (RHD) motor vehicles, and in view of the expiration of the temporary restraining order issued by the Regional Trial Court of Quezon City in Case No. Q-95-24-604 and the non-issuance of an injunction against this office, you are hereby instructed that only converted and/or repositioned RHD vehicles should be registered and/or renewed for registration. Unconverted RHD vehicles should not be accepted for registration and/or renewal unless converted or repositioned in accordance with the guidelines of this Office.

Law enforcement operations/apprehensions versus RHD trucks and other motor vehicles is hereby resumed and the appropriate fines and/or penalties should be imposed/collected against violators hereof.

Strict compliance with this Memorandum is hereby enjoined.

RHD Vehicles


This is just a reminder that the phase-out of in use Right-Hand Drive (RHD) vehicles other than trucks will commence this month (the phase out of RHD trucks was implemented in 1995). Kindly advise your field office not to renew the registration of RHD vehicles effective from 01 January 1996, subject to exemptions as provided for in DOTC Order No. 94-829.
