[ MEMORANDUM CIRCULAR NO. 114, April 04, 1995 ]

ENJOINING ALL DEPARTMENTS, BUREAUS, OFFICES AND AGENCIES INCLUDING ALL GOVERNMENT-OWNED AND CONTROLLED CORPORATIONS TO SUPPORT THE BANTAY DAGAT MOVEMENT



WHEREAS, the Bantay Dagat Project is a government project aimed at the conservation, protection and management of the country's marine and coastal resources.

WHEREAS, the Project is presently being implemented by the Department of Agriculture;

WHEREAS, the Bantay Dagat Incorporated, a non-government organization, is also undertaking a similar project otherwise known as the Bantay Dagat Movement Project which focuses on a nationwide education and information campaign on conservation of marine and coastal environment, and the development of socio-economic projects in coastal communities;

WHEREAS, a Memorandum of Agreement was signed between the Department of Agriculture and the Bantay Dagat Incorporated last 28 December 1994 to undertake the institutional strengthening component of the Bantay Dagat Project;

WHEREAS, the key programs and projects of the Bantay Dagat Movement will assist the government in evolving a more rational and effective National Coastal Management Plan of Action.

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order:

SECTION 1. All government departments, bureaus, offices and agencies including government-owned and -controlled corporations shall extend maximum support to the Bantay Dagat Project to ensure its successful undertaking.

SECTION 2. This Memorandum Circular shall take effect immediately.
