[ POEA MEMORANDUM CIRCULAR NO. 23 S. 1992, March 24, 1992 ]

COMPLIANCE WITH M.C. NO. 28, S. 1991 RE: EXEMPTIONS FROM SUSPENSION OF DEPLOYMENT OF NEW AND RETURNING FEMALE HOUSEHOLD WORKERS TO KUWAIT



WHEREAS, there are numerous illegal recruitment cases as evidenced by many Domestic Helpers supposedly bound for Bahrain, Dubai and Qatar but who land instead in Kuwait;

WHEREAS, to date there are three hundred one (301) Domestic Helpers in the Philippine Embassy in Kuwait awaiting repatriation to the Philippines;

WHEREAS, there is need to prevent the further exploitation of our domestic helpers in these areas through their transfer to Kuwait without the knowledge and approval of DOLE/POEA;

NOW THEREFORE, in view of the above circumstances, processing of job orders for principals identified in the POEA record as responsible for transferring Domestic Helpers bound for the Middle East to Kuwait is hereby temporarily suspended.

Corollary thereto, the Labor Attaches are advised to comply strictly with Memorandum Circular No. 28, Series of 1991 re: Exemptions from the suspension on the deployment of new and returning female household workers to Kuwait.
