SMOKE EMISSION TEST SCHEDULE FOR MOTOR VEHICLES



Pursuant to the pertinent provisions of R.A. No. 8749 and DOTC Department Order No. 2000-11 dated January 17, 2000, and consistent with DENR DAO No. 98-46, all motor vehicles must pass satisfactorily the smoke emission test of the Motor Vehicle Inspection System (MVIS) smoke emission testing centers before any renewal registration can be allowed.

Pending the accreditation of emission testing centers and the discontinuance of garage testing of buses, trucks and other similarly situated vehicles the following rules and regulations are hereby promulgated to ensure the orderly conduct of testing at the LTO MVIS and for the observance of all concerned:

1.         All smoke emission testing centers shall charge the following test fees:

a.         Pollution control device or gadget

P110.00

b.         Exhaust emission of registered gasoline/diesel driven registered gasoline/diesel driven vehicles with or without control devices (idling test)

P40.00

The aforecited fees shall be exclusive of the P50.00 inspection fee for roadworthiness.

2.         A staggered system of conducting the test shall be made in accordance with the matrix below:

3.         A penalty of fifty pesos (P50.00) shall be collected for every vehicle that fails to meet the aforecited schedule of testing.

4.         Emission tests can be scheduled at the MVIS a month ahead of the registration deadline for the motor vehicle.

5.         PUV operators with fifty (50) units or more can opt for the North and the South MVIS to conduct the inspection on a Saturday upon request.

All previous orders/memoranda and other issuances in conflict herewith are deemed superseded.

This memorandum circular shall take effect fifteen (15) days after the filing of three (3) copies hereof with the University of the Philippines Law Center, in accordance with Presidential Memorandum No. 11, dated October 9, 1992 and publication thereof in a newspaper of general circulation.
