a.         Sec. 3(g) of Republic Act 5173 empowers the Philippine Coast Guard to enforce laws, rules and regulations governing manning, citizenship, mustering and drilling of crews, requirements and control of logbooks, shipment, discharge, protection, and welfare of merchant seamen.

b.         HPCG Memorandum Circular Nr. 11-93 dated 23 Aug. 1993. (Subj: Minimum Manning Requirements of Philippine Registered Vessels)

Scope


This Memorandum Circular applies to Philippine Flag Tugs and Dredges engaged in international and domestic voyages.

Purpose


To amend the provision under Chapter VI para D (1), (2) and (3) of Memorandum Circular Nr. 11-93 dated 23 Aug. 1993.

Effectivity


This Memorandum Circular shall take effect upon publication in a newspaper of general circulation or 15 days after submission to the UP Law Center.
