[ NDCP DEPARTMENT CIRCULAR NO. 33, July 01, 1998 ]

AMENDING DEPARTMENT CIRCULAR NO. 08 DATED 12 JULY 1991 PROVIDING RULES AND REGULATIONS ON THE ORGANIZATIONS, OPERATION, AND ADMINISTRATION OF THE NATIONAL DEFENSE COLLEGE OF THE PHILIPPINES (NDCP)



SECTION 1.        Section II (3) of the said Department Circular is hereby amended to read as follows:

“3.     Objective — The objective of the National Defense College of the Philippines, hereafter referred to as the College, is to prepare and develop the skills and competence of potential national defense leaders, civilian officials of the different agencies and instrumentalities of the Government, selected executives from the private sector, and top-ranking officials of non-governmental organizations in the formulation, development and implementation of national security policies, and, for higher responsibilities, to conduct strategic and international studies as basis for national policies.”

SECTION 2 .       Section II(5) of the said Department Circular is hereby amended to read as follows:

“5.     Direction, Supervision and Control. Pursuant to Presidential Decree No. 190 (as amended), the College shall be under the direction, supervision, and control of the Secretary of National Defense.”

SECTION 3.        Section II(7) of the said Department Circular is hereby amended to read as follows:

“7.     Qualifications

a.      The President and the Executive Vice-President of the College must be holders of either a doctoral degree in an area relevant to the academic research and special studies program of the College or a Master’s degree in National Security Administration (MNSA).

b.      The Vice-President for Academic Affairs and the Vice-President for Research and Special Studies must be holders of a doctoral degree in an area relevant to the academic, research and special studies program of the College or a MNSA degree.

SECTION 4.        These amendments shall take effect immediately.
