[ IC CIRCULAR LETTER NO. 9-2004, May 04, 2004 ]

AUTHENTICATION AND VERIFICATION OF MOTOR VEHICLE CERTIFICATES OF COVER (COC)



In connection with the Information Technology application for the Compulsory Third Party Liability (CTPL) insurance coverage for motor vehicles required under the Joint Land Transportation Office (LTO) and Insurance Commission (IC) Memorandum Circular dated 14 March 2002, and the Memorandum of Agreement among LTO, IC, Insurance Surety Association of the Philippines, Inc. (ISAP) and D: Tech Management, Inc. (Dtech) dated 01 July 2002, the directive under IC Circular Letter No. 22-2002 (July 4, 2002) is hereby reiterated.

All insurance companies, agents and brokers are hereby directed to adhere to the ISAP COC Authentication System (ISAP-COCAS) by having all issued COCs authenticated by SQL Wizard, Inc. and enjoining the vehicle owners-clients to have their COCs verified by Dtech.
