(NAR) VOL.8 NO. 1 / JANUARY-MARCH 1997

[ POEA MEMORANDUM CIRCULAR NO. 56, S. OF 1996, December 26, 1996 ]

PROHIBITION ON THE EXPORT OF IRAQI OIL

The Philippine Embassy in Kuwait has recently advised that the Kuwait government strictly enforces its policy of detaining crewmen of foreign vessels found violating U.N. sanctions on the prohibition on the export of Iraqi oil in the world market.

Hence, all manning agencies are hereby enjoined to advise Filipino seafarers, through the Pre-Departure Orientation Seminar (PDOS), of the implications of joining vessels heading for Iraq to smuggle oil out of the country.

For strict compliance.

Adopted: 26 December 1996
