[ PCSD ADMINISTRATIVE ORDER NO. 02, S. 1999, August 20, 1999 ]

GUIDELINES ON THE IMPOSITION OF PROCESSING FEES COVERING APPLICATIONS FOR SEP CLEARANCE OF PROJECTS AND UNDERTAKINGS IN PALAWAN



Pursuant to the provisions of Section 19 of Republic Act 7611 and PCSD Resolution Nos. 97-112 and 99-146 the guidelines and schedule of processing fees covering applications for SEP Clearance issued to proponents of projects and undertakings in Palawan are hereby promulgated:

SECTION 1.       For the purpose of this Order, projects and undertakings shall refer to activities, including actions, programs and policies, regardless of scale and magnitude, which may have significant impact on the environment.

SECTION 2.       Projects and undertakings shall be classified into:

2.1       Projects requiring IEE — These are projects covered by the Philippine Environmental Impact Statement (EIS) System established by Presidential Decree 1586, whose proponents are required to submit an Initial Environmental Examination (IEE), except small-scale mining;

2.2       Projects requiring EIA — These are projects covered by the Philippine EIS system whose proponents are required to submit an Environmental Impact Assessment (EIA);

2.3       Transporting, trading and catching of live fish — These involve business operations covered by PCSD Resolution No. 98-118 as amended by PCSD Resolution Nos. 98-125 and 99-142;

2.4       Research studies including those covered by Executive Order 247; and

2.5       Small-scale mining operation.

SECTION 3.       Proponents of projects enumerated in Section 2 of this Order shall refer to any entity, private or government organizations, persons, owners or agents, planning to undertake any of the said projects.

SECTION 4.       The rate of processing fee per project, except sand and gravel quarrying, shall be as follows:

4.1 Filing Fee                             -                       P10.00
4.2 Evaluation Fee                     -

4.2.1 Projects requiring IEE                                                               -           P200.00
4.2.2 Project requiring EIA                                                                -           P500.00
4.2.3 Transporting trading and catching of live fish                              -           P200.00
4.2.4 Research Studies                                                                      -           P200.00

4.3 Inspection/Validation fee (for projects requiring IEE ad EIA only)           -           P900.00
4.4 Authorization/Accreditation Fee                                                              -              90.00

SECTION 5.       Processing fee to be imposed on each application for small-scale mining shall be in the amount of P500.00 per project.

SECTION 6.       In addition to the above processing fee, the proponent shall shoulder the transportation cost of the evaluation team.

SECTION 7.       The applicable fees shall be paid to PCSDS upon submission of the required application papers.

SECTION 8.       Effectivity — This Order shall take effect immediately upon approval.
