[ PPA MEMORANDUM CIRCULAR NO. 016-2000, March 27, 2000 ]

DESIGNATION OF OUTER BREAKWATER (OBW) ANCHORAGE BERTHS FOR MICT



1.         Authority

1.1    Section 6-a (ii), (x), 26, and 28 of PD 857

1.2    Section 15 of PPA AO No. 13-77

1.3    Section 4.3.6 of PPA MC No. 11-96

2.         Scope — This Order shall cover all deep-draft vessels calling at the Manila International Container Terminal (MICT).

3.         Objectives — To establish OBW anchorage berths at MICT for the purpose of lightening deep-draft vessels before discharging at the MICT inner basin.

4.         Guidelines

4.1    In addition to the established anchorage grounds of the MICT as specified in PPA MC No. 63-98, the following OBW anchorage berths for MICT are hereby designated:

MICT OBW A # 1 - Lat. 14º 35' 57.5"N Long. 120º 54' 30"E
MICT OBW A # 2 - Lat. 14º 35' 57.5"N Long. 120º 53' 30"E

4.2    No vessel shall anchor or use the designated anchorage berths other than the purpose for which said anchorage berths are intended.

4.3    No vessel shall anchor, moor or lie in the approaches to a port or principal fairway, obstruct the approaches to the designated anchorage berths and/or be in a position which is likely to adversely affect another vessel already anchored/moored thereat.

4.4    All vessels intending to anchor at the said OBW anchorage berths for the sole purpose of lightening shall secure the necessary permit from the PPA MICT Field Office and from ICTSI.

5.         PPA MC No. 11-96, Designation of Anchorage Grounds at PMO BaseportThe pertinent provisions of PPA MC No. 11-96, insofar as applicable, shall be observed and complied with by all concerned.

6.         Copies of this Order — Copies of this Memorandum Circular shall be furnished the following:

a.      Commandant, Philippine Coast Guard

b.      Director, Bureau of Coast & Geodetic Surveys, NAMRIA

c.       President, United Harbor Pilots Association of the Philippines

d.      Chief Pilot, Manila Pilot's Association

e.      President, Domestic Shipowners Association

f.        President, Philippine Interisland Shipowners Association

g.      President, Association of International Shipping Lines

h.       Executive Vice President, ICTSI

7.         Repealing Clause — All PPA orders, rules and regulations, circulars or parts thereof which are inconsistent with this Order are hereby repealed or modified accordingly.

8.         Effectivity — This Order shall take effect immediately.
