[ DA ADMINISTRATIVE ORDER NO. 109, December 08, 1989 ]

THE REVISED BUYING AND SELLING PRICE OF RICE SEEDS (INCLUDING PROCEDURE FOR BUYING AND SELLING)



For the guidance of all concerned, the buying and selling prices of rice seeds as contained in Administrative Order No. 41, Series of 1989 is hereby revised as follows:

The buying and selling of rice seeds shall be in accordance with the following policies:

1.       Procurement and distribution of seeds shall be in accordance with the rules and regulations of the Commission on Audit (COA).

2.       Registered or accredited members of the Seed Producers Associations shall be given first priority to supply the required seeds to be procured.

3.       Seeds to be procured shall be subjected to laboratory testing and shall meet the minimum quality standard prescribed in the Seed Certification and Seed Standard implemented by the Seed Quality Control Services.

4.       Supporting documents required in the procurement of seeds:

4.1.         Approved Requisition and Issue Voucher (RIV)

4.2.         Report of Seed Testing Laboratory (STL on seed viability)

4.3.         Approved Letter Order or Purchase Order ( PO)

4.4.         General Voucher

4.5.         Original Sales Invoice

4.6.         Original Delivery Receipts

4.7.         COA Inspection Reports

4.8.         Certification for Emergency Purchase

5.       Seeds shall be sold on cash and carry basis.

6.       Seeds used for rehabilitation programs shall be distributed and sold based on approved rehabilitation program guidelines.

7.       Seed germination that falls below the minimum quality standard shall be sold as commercial grain (in case of rice, corn, and field legumes) at prevailing commercial price at the time of sale.

This Order supersedes all other administrative orders inconsistent herewith and takes effect on December 16, 1989.
