[ BOARD FOR PROFESSIONAL TEACHERS RESOLUTION NO. 242, S. OF 2000, April 24, 2000 ]

IMPLEMENTATION OF SECTION 15(E) OF R.A. NO. 7836 KNOWN AS THE "PHILIPPINE TEACHERS PROFESSIONALIZATION ACT OF 1994" BY DETERMINING AND PRESCRIBING THE DEGREES WHICH ARE THE EQUIVALENTS OF THE DEGREES REQUIRED OF APPLICANTS TO TAKE THE LICENSURE EXAMINATION FOR TEACHERS IN THE PRESCHOOL, ELEMENTARY AND SECONDARY LEVELS INCLUDING APPLICANTS FOR EXAMINATION AS TEACHERS OF VOCATIONAL AND TWO-YEAR TECHNICAL COURSES



WHEREAS, Section 15(e) of R.A. No. 7836 known as the "Philippine Teachers Professionalization Act of 1994" prescribes the educational qualifications of applicants for licensure examination as teachers in the preschool, elementary and secondary levels including applicants for examination as teachers of vocational and two-year technical courses.

WHEREAS, said Section 15(e) of the same Act allows not only applicants with the prescribed educational qualifications in terms of specific degrees but also those applicants whose educational qualifications are not those degrees expressly prescribed in the law but are considered to be the equivalents of the degrees prescribed by having taken at least eighteen (18) units of education (professional and general education) or specialized subjects.

WHEREAS, considering that R.A No. 7836 aims to professionalize the teaching profession, there is a need to specify the appropriate education subjects that a holder of an equivalent degree must have to take to qualify him/her for examination as a professional teacher.

WHEREFORE, the Board resolved as it hereby resolves to determine and prescribe the appropriate degrees which are the equivalents of the specific Bachelor's degrees provided in the above-cited provisions of R.A. No 7836 required of applicants for taking the licensure examination in the pre-school, elementary and secondary levels including applicants for examination as teacher in vocational and two year technical courses, as well as the appropriate and specific education and specialized subjects that holders of equivalent degrees must have to take and complete to qualify them to take the licensure examination for teachers in any of the levels provided by R.A. No. 7836.

Accordingly, the Board hereby adopts, promulgates and issues the document attached to this Resolution as Annex "A" (Text Available at Office of the National Administrative Register, U.P. Law Center, Diliman, Quezon City) and made an integral part hereof which provides for:

1.      The degrees which shall be considered the equivalent of a Bachelor's degree in childhood education (BECED) and the degrees which shall be considered the equivalent to a Bachelor's degree in elementary education (BSEED);

2.      The degrees which shall be considered the equivalent of a Bachelor's degree in Education (BSE) with a major or minor and the degree in the field of specialization and the professional education subjects (with the weight of 18 units) that the holder of such degree must have to take;

3.      The degree/s which shall be equivalent to a Bachelor's degree of specialization for teachers in vocational and two-year technical courses and the professional education subjects (with the weight of eighteen (18) units) that must have to be taken by holders of degrees equivalent to a Bachelor's degree in the field of specialization.

The implementation of this Resolution shall start with licensure examination in the year 2000.

Resolutions and other issuances adopted by the Board and approved by the Commission inconsistent with the provisions of this Resolution are hereby modified accordingly.

This Resolution shall take effect fifteen (15) days following its publication in the Official Gazette or in a newspaper of general circulation, whichever comes earlier.

Let copies of this Resolution be furnished the Office of Professional Teachers (OPT), PRC Central Office and all PRC Regional Offices for their information and guidance.
