[ SRA ORDER NO. 13, May 10, 2000 ]

RULES AND REGULATIONS ON THE 51,000 M.T. IMPORTED RAW SUGAR UNDER THE MINIMUM ACCESS VOLUME (MAV) FOR YEAR 2000



WHEREAS, it is the national interest that 51,000 METRIC TONS of imported raw sugar under the Minimum Access Volume (MAV) for year 2000 shall be subject to rules and regulations of the Sugar Regulatory Administration (SRA).

NOW, THEREFORE, under and by virtue of the authority in the Sugar Regulatory Administration, it is hereby ordered that:

SECTION 1.        The NATIONAL FOOD AUTHORITY (NFA), importer/consignee of the imported sugar under the MAV for year 2000 shall apply with the SRA for clearance prior to the release of the commodity from the Bureau of Customs (BOC).

The said importer/consignee shall submit to the SRA a letter-request for clearance, attached thereto all pertinent documents of importation and by paying the following liens:

1.    Sugar Regulatory Administration (SRA) Processing Fee P5.50/LKg-Bag
2.    Anti-Smuggling Fee (SRA Trustee)     P1.00/LKg-Bag
3.    Registered Labor Foundation (SRA Trustee) P6.33/LKg-Bag
4.    SMDF (PSMA Trustee)    P1.00/LKg-Bag
5.    Philsurin    P2.00/LKg-Bag
   
TOTAL P15.83/LKg-Bag

The importer/consignee shall pay the aforesaid liens directly to SRA. In the case of the following liens, namely: i) SMDF — in the name of Philippine Sugar Millers Association (PSMA), and ii) Philsurin — in the name of Philippine Sugar Research Institute.

SECTION 2.        In the issuance of the SRA clearance addressed to the BOC confirming that the importer/consignee has paid the required liens, the SRA shall indicate therein that the classification of the imported sugar covered by the MAV for year 2000 is "B" or Domestic Sugar, in which case, the imported sugar may immediately be released by the BOC to the importer/consignee.

SECTION 3.        The BOC shall be furnished with a copy of this Sugar Order and the BOC is hereby enjoined that no imported sugar shall be released without clearance from the SRA as prescribed herein.

SECTION 4 .       This Sugar Order shall take effect immediately.

SECTION 5.        Provisions of Sugar Order, Circular Letters, Rules and Regulations inconsistent with or contrary to this Sugar Order are hereby revoked, amended, or modified accordingly.
