[ PRC BOARD FOR PROFESSIONAL TEACHERS RESOLUTION NO. 186, SERIES 1996, July 18, 1996 ]

ADMINISTRATION OF THE EXAMINATION FOR SUPERINTENDENTS OF SCHOOLS BY THE BOARD FOR PROFESSIONAL TEACHERS UNDER THE SUPERVISION OF THE PROFESSIONAL REGULATION COMMISSION



Republic Act. No. 7836, otherwise known as the Philippine Teachers Professionalization Act of 1994, vests in the Board for Professional Teachers created and organized under the said Act, the duty to supervise and regulate among others, the licensure of professional teachers in Philippines.

The said Board shall undertake the holding and administration of the examination for Superintendents of Schools.

The function of holding and administering the said examination by the Board for Professional Teachers is inferable from the provisions of Sec. 14, Art. II of R.A. No. 7836, which defines ”teachers” to include persons performing supervisory and/or administrative functions in all schools in the elementary and secondary levels qualified to practice teaching under the said Act.

Moreover, Sec. 19, Art. III of the same Act provides for periodic merit examination of teachers not only to encourage continuing professional growth and development but also to provide additional basis for merit promotion in addition to their performance rating.

The Department of Education, Culture and Sports, which used to administer the Superintendents of Schools Examination, recognizes the authority of the Board for Professional Teachers and the PRC to conduct and administer the said examination pursuant to the pertinent provisions of R.A. No. 7836.

Furthermore, the successful examinees in the Superintendent’s Examination will provide a pool from which shall be drawn recommendees for appointment as Superintendents of Schools.

WHEREFORE, the Board for Professional Teachers, in the exercise of its powers vested in it under R.A. No. 7836 hereby RESOLVED to undertake the holding and administration of the examination for Superintendents of Schools under the supervision and administrative control of the Professional Regulation Commission.

A special promotional Superintendents of Schools Examination to be administered by the Board for Professional Teachers under the supervision and administrative control of the Professional Regulation Commission shall be given on July 28, 1996. Only those who passed the Management Aptitude Test Battery (MATB) Examination given by the Career Executive Service Board shall be allowed to take this examination.

The regular promotional Examination for Superintendents of Schools shall not be held earlier than six (6) months from the effectivity of this Resolution. The Board shall determine and prescribe the qualifications of applicants to the regular promotional Superintendents’ Examination as it may consider necessary and appropriate.

The examinees in the special and regular promotional Superintendents of Schools Examinations shall be tested on the competencies required of the position as shown in the Table of Specifications (Syllabus) appended to this Resolution as Annex “A”*.

The Board for Professional Teachers shall issue Certificates of Eligibility as Superintendents to those who pass the said examinations.

This Resolution shall take effect after fifteen (15) days from its publication in the Official Gazette or in newspaper of general circulation, whichever is earlier.
