[ PRC RESOLUTION NO. 96-436, S. 1996, June 28, 1996 ]

ACCREDITATION OF GOVERNMENTAL AND NON-GOVERNMENTAL AGENCIES AND EDUCATIONAL INSTITUTIONS, NATURAL PERSONS, FIRMS, PARTNERSHIPS, CORPORATIONS OR INSTITUTIONS AND OTHER JURIDICAL ENTITIES AS PROVIDERS OF SEMINARS FOR REGISTERED PROFESSIONALS BELONGING TO VARIOUS PROFESSIONAL DISCIPLINES, AMENDING FOR THE PURPOSE RESOLUTION NO. 381, SERIES OF 1995, BY INSERTING A NEW SECTION BETWEEN SECTIONS 8 AND 9 TO BE KNOWN AS SECTION 8-A



WHEREAS, government agencies and well-known non-governmental organizations may provide programs or activities that would upgrade the knowledge, skills and competence of various registered professionals;

WHEREAS, educational institutions accredited at level two and three which are known for their academic excellence may also provide programs and activities for various registered professionals;

WHEREAS, natural persons, firms, partnerships, corporations or institutions and other juridical entities may likewise provide programs or activities to various registered professions;

WHEREAS, under PRC Res.  No. 381, Series of 1995, otherwise known as the “Standardized Guidelines and Procedures in the Programs for all Professions” the CPE Councils of the concerned Professional Regulatory Board shall not only accredit providers but shall also evaluate and accredit the programs, activities or sources submitted by the providers;

WHEREAS, there is a need to simplify the procedure for accreditation by transferring the authority to accredit CPE providers from the CPE Council to the Professional Regulation Commission (PRC) as far as government agencies, instrumentalities, including government-owned or controlled corporations, accredited educational institutions and well-known non-governmental organizations, natural persons, firms, partnerships, corporations or institutions and other juridical entities which desire to become CPE providers for registered professionals belonging to various professions;

WHEREAS, this new procedure was adopted in the PRC Corporate Planning in Baguio City last March 2-3, 1996.

NOW, THEREFORE, the Commission hereby RESOLVED as it now RESOLVES, to insert between Sections 8 and 9 of Resolution No. 381, Series of 1995 a new section to be known as Section 8-A which shall read as follows:
“SECTION 8-A.         Accreditation of Government Agencies and Instrumentalities, Government-Owned and Controlled Corporations, Level 2 and Level 3 Recognized Educational Institutions, Well-Known Registered Non-Governmental Organizations (NGOs), Natural Persons, Firms, Partnerships, Corporations or Institutions and other Juridical Entities as Providers — The Commission shall assume and exercise the authority to accredit as providers government agencies, instrumentalities, government-owned and controlled corporations, Level 2 and 3 recognized educational institutions, well-known registered non-governmental organizations, natural persons, firms, partnerships, corporations or institutions and other juridical entities to various registered professionals or disciplines; provided, that the CPE programs and activities such as seminars of the said providers shall be accredited by the CPE Council concerned and that the fees to be paid for program and activity accreditation shall be paid to the accrediting Council.”
RESOLVED, FURTHER, that this Resolution shall be effective after fifteen (15) days from its publication in the Official Gazette or in any newspaper of general circulation, whichever comes earlier.
