BODY IDENTIFICATION NUMBER (BIN)



Section 9 of Republic Act No. 6539 specifically provides that “Any person who engages in the manufacture of engine, chassis and body shall cause the numbering of every engine, chassis and body manufactured in a convenient and conspicuous part thereof of which the Land Transportation Office may direct for the purpose of uniformity and identification of the factory and submit monthly report of manufactured engine, chassis and body”.

Section 4 of the Joint Regulations of the Bureau of Land Transportation and Board of Transportation Implementing the Provisions of the Ministry of Transportation and Communications Order No. 81-049 dated 25 August 1981 of the Ministry of Transportation and Communications Relative to Motor Vehicle Registration states that "Motor Vehicles and/or chassis or bodies without numbers, the Assemblers and Importers of motor vehicles, when the chassis and/or bodies that they import are without serial numbers and the local manufacturers of vehicle bodies and chassis, are herein given the authority to assign and stamp the numbers thereof, whose prefix must indicate the initials of the firms trade name duly registered with the Bureau of Domestic Trade and with the Securities and Exchange Commission, provided that such prefix should be registered with the BLT to avoid duplication of same prefix by two or more firms."

In view of the foregoing provisions and considering the material value of the body compared to the chassis of the motor vehicle, the following guidelines are hereby promulgated:

1.         All motor vehicle body manufacturers and importers must file their accreditation at the Land Transportation Office.

2.         The stamping of body identification number must follow the format of local chassis numbering, as shown below:

Note:        The prefix of trade name must first be approved by the LTO to avoid duplication

3.         Registered motor vehicle with independent body that have no body identification number must be stamped/engraved with the same number as the chassis with “B” affixed at the end of the number instead of “C”.

Effective immediately SALES INVOICE AND CERTIFICATION OF SALES of motor vehicle body shall form part of the required primary documents of new rebuilt and/or assembled motor vehicle and the chassis number shall be engraged/stamped on the body.

By January 1, 2001, all new body must have their own number and body manufacturers shall submit their stock and sales report to the Registration Section, Operations Division - Sectoral Office and Operations Division - Regional Offices.

All registered motor vehicle owners are given up to December 31, 2001 to have their motor vehicles body numbered.

All orders/memoranda in conflict herewith are deemed superseded.
