[ BC CUSTOMS MEMORANDUM ORDER NO. 3-2007, January 16, 2007 ]

VRIS TO ISSUE CERTIFICATE OF PAYMENT (CPS) AND CLEARANCE OF IMPORTATIONS OF BRAND NEW AND USED MOTOR VEHICLES, CHASSIS, ENGINE AND MOTORCYCLES EXCEPT TRUCKS AND BUSES FROM ALL PORT EXCEPT IMPORTATIONS OF THE SAME FROM POM, MICP, NAIA, FREEPORT/ECONOMIC ZONES, AND BOI-DTI REGISTERED FIRMS



In addition to the issuance of Clearance for the Office of the Commissioner prior to the release of all imported brand new and used motor vehicles set forth by CMO 4-2006, all CERTIFICATE OF PAYMENT (CP) necessary to register the same to the LTO, shall from hereon ORIGINATE from the VRIS-OCOM and not from the Cash Division of the Port concerned. The following guidelines shall be strictly observed:

1.   Coverage: All Ports EXCEPT POM, MICP, NAIA, Freeport/Special Economic Zones, and members of CAMPI, TMA and MDPPA.

2.   Scope: H.S. Code 8407, 8703, 8708, and 8711.

3.   Procedure:

Working documents i.e. import entry complete with the assessment of the examiner, bill of lading, invoice etc. from ALL outports, except those mentioned above, shall be indorsed immediately and sent to VRIS-OCOM thru fax number 527-3085.
3.2
When no discrepancy is found in the computation of duties and taxes and the working documents sent, VRIS-OCOM shall issue the clearance thru fax, while the green copy of the CP shall be sent thru mail addressed to the Collector of Customs of the Port concerned. To ensure an efficient and faster transmittal of CP to VICMU, the white copy shall be forwarded directly to VICMU for its further transmittal to the LTO for registration.
3.3
If there is a discrepancy in the computation of duties and taxes, VRIS-OCOM shall indorse back the working documents to the Collector of Customs for proper correction and adjustment of duties and taxes, after which procedure 3.1 and 3.2 shall ensue.

This Order shall take effect immediately.
