[ BC CUSTOMS MEMORANDUM ORDER NO. 15-95, May 14, 1996 ]
ADDITIONAL INSTRUCTIONS TO CMO'S 4-94, 8-93 & 104-92 (HOLD & ALERT SYSTEMS)
CMO 4-94 clarified the procedure that the action officer or officer-on-case must follow after witnessing the examination of an alerted shipment. It says—
Henceforth, action officers/officers-on-case are given only 24-hours from time of completion of examination to Clear/Hold a shipment under alert. Assigned COO3's are hereby directed to act unilaterally on the shipment should the required action of the officer on case/action officer not be taken within the 24-hour period.
All orders inconsistent herewith are deemed revoke accordingly.

"The action officer. . . can immediately clear the shipment for continued processing if he find no violations. . . "It has been brought to my attention that some action officer/officer-on-case take their either in immediately clearing the shipment or getting a conversion of the ALERT to a HOLD.
"If the action officer. . . find discrepancies in the shipment, he should submit a report to his supervisor stating such discrepancies & request conversion of the alert order to a hold order."
