IMPLEMENTATION OF EXECUTIVE ORDER NO. 313 ON IN-QUOTA RATES



1. Everyone is hereby informed that this Bureau issued CMO No. 19-96 implementing Executive Order 313 s. 1996. The most important provision of this Memorandum Order is the application by the Bureau of the in-quota rates of duty for certain items covered by EO 313, for which separate HS Codes were assigned to IN-QUOTA and OUT-QUOTA imports except for the two (2) items below for which the in-quota rate will only be applicable upon presentation of a Minimum Access Volume Import Certificate (MAVIC) issued by the Department of Agriculture:

1.1 Extracts, essences and concentrates of coffee
Old HS Code 2101.1100 ......... 50%
In quota HS Code 2101.1110 ......... 30%
Out-quota HS Code 2101.1120 ....... 100%
1.2 Preparations with a basis of extracts, essences or concentrates or with a basis of coffee.
Old HS Code 2101.1200 ......... 50%
In quota HS Code 2101.1210 ......... 30%
Out-quota HS Code 2101.1220 ....... 100%
2. Advance information is issued to all concerned that effective 01 July 1996 the out-quota rates will be mandatorily applied by this Bureau on all items covered by EO 313 for which separate headings are issued for out-quota and in-quota shipments unless an in-quota MAVIC issued by the Department of Agriculture is presented to the Bureau. However, an earlier implementation date will be announced if the Department of Agriculture issues the Implementing Rules and Regulations on Minimum Access Volume on Agricultural Products with implementation date earlier than 01 July 1996.

3. The public is hereby advised that the application for the MAVIC should be made with the Department of Agriculture at the Office below described.
