[ LTFRB MEMORANDUM CIRCULAR NO. 2000-013-C, August 28, 2000 ]

AMENDING/MODIFYING MEMO CIRCULAR NO. 2000-013-A WITH RESPECT TO CPC APPLICATIONS ON PROVINCIAL ROUTES NORTH OF METRO MANILA TO BALINTAWAK (QUEZON CITY)



In its Memorandum Circular No. 2000-013-A issued on June 1, 2000, the acceptance of applications on provincial routes north of Metro Manila to Balintawak (Quezon City) was deferred pending availability of the MMDA-designated common bus terminal in Balintawak pursuant to Section 1 of Administrative Order No. 54 issued on February 24, 1999 by the President.

In accordance with instruction contained in a memorandum dated 22 August 2000 of the DOTC to the Chairman of this Board “to resolve the issue of WINSTAR application and all similarly situated transactions pending with (the LTFRB)”, applications for Certificates of Public Convenience to operate bus services on the routes/lines north of Metro Manila to Balintawak (Quezon City) identified by the DOTC Technical Working Group in need of additional units, will be accepted.

The routes/lines to Balintawak (Quezon City) will be posted in conspicuous places in the premises of the Board. Applications on said routes will be accepted for filing fifteen (15) days after the filing of three (3) copies of this Memorandum Circular with the UP Law Center in accordance with Presidential Memorandum Circular No. 11 dated October 9, 1992.

The procedure and policy in treating the applications that will be filed on the said routes will be pertinent procedure and policy enunciated in Memorandum Circular No. 2000-013 issued on May 29, 2000.

Applicants filing their applications are directed to indicate Balintawak (Quezon City) as their terminals and to indicate the specific sites/locations of their terminals/garages in Balintawak, attaching the location maps of said sites to their applications.

This Memorandum Circular takes effect immediately.
