[ PRC BOARD OF MARINE DECK OFFICERS RESOLUTION NO. 04-14, SERIES 2004, March 19, 2004 ]

RECOGNITION OF MARITIME TRAINING CENTERS



WHEREAS, in Resolution No. 1 of the Boards of Marine Deck and Engineer Officers (Boards) dated January 5, 2004, pursuant to Section 10 (g) Article IV of Republic Act No. 8544, or "An Act Regulating the Practice of the Merchant Marine Profession in the Philippines" also known as the "Philippine Merchant Marine Officers Act of 1998", Resolution No. 03-11, series of 2003, of the Board of Marine Deck Officers, Section 9 of Republic Act No. 8981 on the Powers, Functions and Responsibilities of the various Professional Regulatory Boards, and its implementing rules and regulations, the guidelines on the inspection of maritime training centers accredited by the Maritime Training Council (MTC) for recognition by the Professional Regulation Commission (PRC) for purposes of conducting assessment using Ship Simulator and Bridge Teamwork (SSBT) for marine deck officers, in lieu of the practical assessment, were promulgated.

WHEREAS, the Certificates of Recognition of Protect Marine Deck and Engine Officers of the Philippines (PROTECT) and NEW SIMULATOR CENTER OF THE PHILIPPINES, INC. (NSCPI), the only two (2) recognized maritime training centers, have expired on December 31, 2003.

WHEREAS, by virtue of Office Order No. 16 dated February 2, 2004, the Board was directed to conduct an ocular inspection on the following MTC accredited training centers which submitted a letter of intent to be recognized for the purpose of conducting an assessment using SSBT for marine deck officers, namely:

  1.    Philippine Center for Advanced Maritime Simulation and Training Inc.
  2.    New Simulator Center of the Philippines, Inc.
  3.    Protect Marine Deck and Engine Officers of the Philippines, Inc.
  4.    Excellence and Competency Training Center, Inc.
  5.    NYK-Fil Maritime E-Training, inc.
  6.    Consolidated Training Systems, Inc.
  7.    Far East Maritime Foundation, Inc.

WHEREAS, after the ocular inspections conducted by the Board, the following were found to have complied with the requirements and standards established for recognition of maritime training centers, namely:

  1.    Philippine Center for Advanced maritime Simulation and Training, Inc.
  2.    New simulator Center of the Philippines, inc.
  3.    Protect Marine Deck and Engine Officers of the Philippines, Inc.
  4.    Excellence and Competency Training Center, Inc.

WHEREFORE, the BOARD RESOLVES, as it is hereby RESOLVED, that after payment of the required fees, the corresponding certificate of recognition be issued to the above-named maritime training centers who have complied with the standards and requirements of the Board.

This Resolution shall take effect immediately.
