[ POEA GOVERNING BOARD RESOLUTION NO. 04, May 08, 1998 ]

LANDBASED WORKERS FOR TAIWAN



WHEREAS, it is the policy of the Administration to accord protection to Filipino workers overseas, promote their interest and safeguard their welfare;

WHEREAS, the Administration recognizes the role of Taiwan manpower agencies in the deployment of Filipino workers to Taiwan and the need for them to pass through the POEA accreditation system in consonance with the general policy of the Administration to require all foreign employers, manpower agencies and entities involved in the hiring of Filipino workers abroad to be subjected to an accreditation system;

WHEREAS, Taiwan manpower agencies should be equally responsible with their principals and Philippine agents over Filipino workers they recruit or hire;

WHEREAS, after a series of consultations, the POEA, the industry and NGOs have long agreed that accreditation of Taiwan manpower agencies is a worthy measure to promote worker's welfare by covering them under the umbrella of Philippine regulations;

NOW, THEREFORE, the POEA Governing Board, in a meeting duly convened, hereby resolves to amend the existing guidelines on the hiring of landbased workers for Taiwan with the ultimate aim of implementing an accreditation system for Taiwan manpower agencies as employers/principals. The POEA shall formulate the guidelines for this purpose.
