[ PRC BOARD OF AGRICULTURE RESOLUTION NO. 13, SERIES 2004, May 31, 2004 ]

AMENDMENT TO SECTION 26 (D), ARTICLE VI OF BOARD RESOLUTION NO. 02, SERIES OF 2002 ("RULES AND REGULATIONS IMPLEMENTING PRC RESOLUTION NO. 2000-663, SERIES OF 2000")



WHEREAS, Section 13, Article 14 (Examination and Registration) of PRC Res. No. 2000-663, series of 2000 reads as follows:

"SEC. 13. Qualifications of Applicants for Examination. - Each applicant for examination shall establish to the satisfaction of the Board that:

d)  He/she is a graduate of the degree of Bachelor of Science in Agriculture from a school, college or university established, or recognized by the Government";

WHEREAS, Section 26, Article VI (Application and Examination) of Board Resolution No. 02, Series of 2002, known and cited as the "Rules and Regulations Implementing PRC Resolution No. 2000-663", states, to wit:

"SEC. 26. Qualifications of Applicant for Examination. - Each applicant for examination shall establish to the satisfaction of the Board that:

d) He/she is a graduate of a Bachelor's degree in Agriculture (General Course) or a graduate of the degree of Bachelor of Science in Agriculture, Major in any of the following: (1) Agricultural Administration XXX or (19) Soil Science from a school, college or university established or recognized by the Government; Provided, that X X X X";

WHEREAS, the Board in enumerating the eighteen (18) majors under the degree of Bachelor of Science in Agriculture in the above-cited Sec. 26 (d), Art. VI of Board Res. No. 02, Series of 2002 overlooked to include therein AGROFORESTRY, despite prior consultations with the concerned sectors;

WHEREAS, in view of the move for its inclusion in the afore-said academic qualifications, consultative meetings were held: (1) on November 20, 2003 during the National Agroforestry Congress at the Leyte State University, Baybay, Leyte _ the participants, including the Board through its Chairman, indorsed the implementation of the National Agroforestry Development Program aimed at institutionalizing agroforestry in the Philippines, and (2) on May 20, 2004 during the Position Qualification Standard Dialogue/Consultation for Agroforestry at the San Miguel Training Center, Alfonso, Cavite - - the participants, including the Board through its Chairman, agreed to the admission of the holders of the degree of Bachelor of Science in Agriculture, Major in Agroforestry, to the June, 2004 Licensure Examination for Agriculturists;

WHEREAS, the inclusion of Agroforestry as a Major to the other Majors of Bachelor of Science in Agriculture is in keeping with the aim to transitorily allow the foregoing degree with any of the said Majors, until such degree shall no longer have a major so as to come out with a standardized course/program of agriculture embodying all subjects/fields of specialization therein as set forth in Sec. 28 (Scope of Examination) of Art. VI of Board Resolution No. 02, series of 2002; and

WHEREAS, there is a need to amend Sec. 26 (d), Art. VI of Board Resolution No. 02, Series of 2002, in order to qualify holders of Bachelor of Science in Agriculture, Major in Agroforestry to take the Licensure Examination for Agriculturists;

NOW, THEREFORE, The Board hereby resolved, as it now resolves, to amend Sec. 26 (d), Art. VI of Board Resolution No. 02, series of 2002, which now read as follows:

"d.  He/she is a graduate of Bachelor's degree in Agriculture General Course) or a graduate of the degree of Bachelor of Science in Agriculture, Major in any of the following: (1) Agricultural Administration; (2) Agricultural Chemistry; (3) Agricultural Economics; (4) Agricultural Extension and Communication; (5) Agricultural Statistics; (6) Agricultural Technology; (7) Agronomy; (8) Animal Husbandry; (9) Animal Science; (10) Biological Science; (11) Crop Protection; (12) Crop Science; (13) Entomology; (14) Food Technology; (15) Horticulture; (16) Plant Breeding; (17) Plant Pathology; (18) Post-Harvest Technology; [or] (19) Soil Science; OR (20) AGROFORESTRY from a school, college or university established or recognized by the Government; Provided, that a Filipino citizen who graduated from a foreign educational institution desiring to take the Licensure Examination for Agriculturist shall be required to present an endorsement from the Commission on Higher Education (CHED) showing that the curriculum content of the degree/program taken by the applicant abroad is substantially the same as the curriculum content of the degree/program in the Philippines in order that he will be allowed to take the examination."

This Resolution shall take effect after fifteen (15) days following its complete and full publication in the Official Gazette or in a newspaper of general circulation in the Philippines.

Qualified applicants with Bachelor of Science in Agriculture, major in Agroforestry whose applications are admitted not later than twenty (20) days prior to the first day of the July Licensure Examination and within the effectivity of this Resolution shall be allowed to sit in the said examination.
