[ MMDA RESOLUTION NO. 12, May 31, 1996 ]
OFFICIALLY RECOGNIZING THE PRESIDENT OF THE METRO MANILA PHILIPPINES COUNCILORS LEAGUE (MMPCL) AS THE OFFICIAL MEMBER OF THE METRO MANILA COUNCIL OF METROPOLITAN MANILA DEVELOPMENT AUTHORITY
WHEREAS, the Department of Interior and Local Government (DILG) accredited the Metro Manila Philippine Councilors League (MMPCL) on September 3, 1990 for complying with all the requirements for accreditation;
WHEREAS, before Republic Act (RA) 7924, creating the Metropolitan Manila Development Authority (MMDA) was enacted on March 1, 1995, there was only one existing councilors league in Metro Manila, the Metro Manila Philippine Councilors League (MMPCL);
WHEREAS, Sec. 4 of Republic Act (RA) 7924 provides that:
WHEREAS, after the creation of MMDA, on September 1995, the Philippine Councilors League (PCL) — Metro Manila Chapter was organized and thereafter sought to be recognized as the league representing the councilors of Metro Manila;
WHEREAS, the Philippine Councilors League (PCL) national leadership itself in its Memorandum Circular dated October 16, 1995 declared that it has neither sanctioned nor recognized PCL-Metro Manila Chapter as its NCR Chapter;
WHEREAS, based on the foregoing documentary considerations, the DEPARTMENT OF INTERIOR AND LOCAL GOVERNMENT, through Undersecretary for Local Government, Alvin G. Dans, issued last April 25, 1996 a ruling denying the request of the PCL-MMC for recognition and accreditation;
WHEREAS, in view of the foregoing circumstances, the Metro Manila Council, in session duly assembled agreed to recognize the President of the MMPCL as the official member of the Council.
NOW, THEREFORE, be it resolved, as it is hereby resolved, pursuant to Sec. 6 of RA 7924, that the Council hereby officially reaffirms its recognition to the President of the Metro Manila Philippine Councilors League (MMPCL) as the official member of the Metro Manila Council
This Resolution shall take effect, upon approval.
