[ EXECUTIVE ORDER NO. 250, May 24, 2000 ]

AMENDING SECTION 1 OF EXECUTIVE ORDER NO. 189 DATED DECEMBER 21, 1999, ENTITLED, DIRECTING ALL LOCAL GOVERNMENT UNITS TO SUBMIT TO THE DEPARTMENT OF BUDGET AND MANAGEMENT THEIR RESPECTIVE ANNUAL INVESTMENT PLANS



WHEREAS, the incidence of illegal drug trafficking, drug abuse and drug-related heinous crimes has grown to such alarming proportions and has become a threat to national security;

WHEREAS, it has been reported that about 6,000 barangays nationwide are drug-affected;

WHEREAS, cognizant of the damaging effects of illegal drugs to family life, community peace and harmony, and development, the national government, in collaboration with concerned sectors of society, had conducted various fora to accentuate on the dangers of illegal drugs and on what should be done to address this social ill; and

WHEREAS, during the National Anti-Illegal Drug Forum held last February 14, 2000 at the Philippine International Convention Center, it was understood that efforts to address the illegal drug problem are better assured of success in an environment of meaningful collaboration between the national and local governments, in cooperation with concerned private sector groups and with the community in general.

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Republic of the Philippines, by virtue of the powers vested in me by law and the Constitution, do hereby amend Section 1 of Executive Order No. 189, s. 1999 such that no less than Five Percent (5%) of the Twenty Percent (20%) Development Fund component of the Internal Revenue Allotment shall be appropriated for anti-illegal drug activities at the local level.

This Executive Order shall take effect immediately.

DONE, in the City of Manila, this 24th day of May in the Year of Our Lord, Two Thousand.
